Three big names in the cloud services space --�Amazon (NASDAQ: AMZN  ) , Google (NASDAQ: GOOG  ) , and Microsoft (NASDAQ: MSFT  ) �-- appear to be at war with one another yet again, this time in a race to the price bottom.

Amazon�Web Services announced earlier last week that its EC2 Dedicated Instances (how's that for jargon?) would now be available to clients for up to 80% off current prices. The big discount (80%) goes to dedicated per region fees, whereas dedicated on-demand instances get up to a 37% discount, and dedicated reserve instances get up to a 57% discount. If you don't know what any of those words mean, it's OK. The bottom line is that Amazon's AWS just got substantially cheaper.

    Goldcorp isn't alone in cutting its capital budget amid falling metal prices. Freeport-McMoRan (NYSE: FCX  ) , for example, is slashing $1.9 billion from its capital budget over the next two years so that it can maintain balance sheet flexibility in light of falling copper and gold prices. It's the same story at Teck Resources (NYSE: TCK  ) , which is also reducing its capital expenditures over the next two years. Teck is cutting $150 million out of its original $2 billion capex budget. Meanwhile, the company is targeting to keep its sustaining capex to $500 million next year.     Another under-$10 wireless telecom player that's starting to move within range of triggering a major breakout trade is Partner Communications (PTNR), a telecommunications company, provides cellular and fixed-line telecommunication services in Israel. This stock is off to a strong start in 2013, with shares up sharply by 29%.

    If you take a look at the chart for Partner Communications, you'll notice that this stock has been trending sideways for the last month, with shares moving between $7.28 on the downside and $7.96 on the upside. Shares of PTRN are bucking the overall market weakness today as the stock starts to move within range of triggering a breakout trade above the upper-end of its sideways trading chart pattern.

    Market players should now look for long-biased trades in PTNR if it manages to break out above some near-term overhead resistance levels at $7.80 to $7.85 a share and then once it clears its 52-week high at $7.96 a share with high volume. Look for a sustained move or close above those levels with volume that registers near or above its three-month average volume of 107,303 shares. If that breakout triggers soon, then PTNR will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are $10 to $12.20 a share.

    Traders can look to buy PTNR off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at $7.38 to $7.28, or below its 50-day at $6.97 a share. One can also buy PTNR off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Here's a rundown of the week's best and worst in the business world. Southwest Airlines (LUV) -- Loser The "bags fly free" airline loves to jab at its competitors for slapping extra fees on everything from luggage to legroom to hide their true total fares, but Southwest's advertised rates sometimes lack integrity too. Southwest messed up late last year when it promoted $59 fares for certain popular routes that it never ultimately offered at that price. The unfortunate episode came to a head this week when Southwest was fined $200,000 for deceptive marketing. It was a rare misstep for Southwest, and now it's paying the price in more ways than one. Apple (AAPL) -- Winner After weeks of speculation, Apple finally announced that it would pay $3 billion for Beats Electronics and Beats Music. Some have questioned the deal. Is Apple paying too much for what will be the largest acquisition -- by far -- in its history? Is the consumer tech giant desperate? Is this the end of organic innovation at Apple? Settle down. This purchase is a brilliant move. Beats Electronics is the leading marketer of premium headphones, and this gives Apple a high-end accessory category that it hasn't excelled at on its own. It also gives Apple a neat way to play the popularity of rival platforms since headphones, naturally, are operating system agnostic. Beats Music also gives Apple a foothold in the booming on-demand streaming category. It may have just 250,000 paying subscribers, but this is a market where Apple had struggled to obtain music label licenses. Apple only had the discovery-based iTunes Radio where listeners can't stream the exact song or playlist they crave. Beats Music solves that dilemma.     Mel Evans/AP From a media giant growing its reach through rental cars to a beleaguered theme park operator warning of even slower turnstile clicks, here's a rundown of the week's best and worst from the business world. Microsoft (MSFT) -- Winner Many argued that Microsoft deciding late last month to offer up its flagship Microsoft Office suite of productivity software for iPads was too little, too late. Folks had already moved on to free or nearly free alternatives, and Microsoft was already suffering with a global slump in PC sales. Well, Microsoft still has plenty of bite. It announced there were 12 million downloads of its Word, Excel and PowerPoint iPad apps in its first week of availability. Barnes & Noble (BKS) -- Loser It's not just bookworms checking out of Barnes & Noble. Liberty Media (LMCA) is selling 90 percent of its shares of the struggling bookstore operator, taking its stake of 17 percent down to less than 2 percent. Liberty Media will give up the right to appoint a pair of board members now that it's a shrinking investor, but that seems to be a small price to pay for an investor that wants to deploy that money somewhere else. Running a book superstore isn't easy these days. Barnes & Noble's sales have been sluggish as readers go digital, and the chain's push to cash in on the trend with its own Nook line is fading fast. Sirius XM Radio (SIRI) -- Winner Satellite radio will be easier to tune into in rental cars. Avis Budget Group (CAR) revealed this week that in-dash Sirius XM receivers are now available in more than 60 percent of its Avis and Budget car rental agencies. Avis Budget previously relied on portable plug-and-play receivers that renters could order at the counter. Drivers will still have to pay for access. There's no free lunch even if it's a prepaid rental. However, it's still a good way for Sirius XM to expand brand awareness and ideally hook future subscribers.     The satellite radio provider announced a deal this morning with Kia, arming its used-car department with financial incentives to push premium radio if it's available. Buyers of pre-owned vehicles that already have factory-installed Sirius or XM receivers will be receiving complimentary three-month trial subscriptions.

    If you examine most of our greatest technology names, you discover that as a sector they are trading at below market valuations. Yet, as a sector, they have produced the strongest historical growth and are expected to produce some of the strongest future growth as well. Today we find Microsoft (MSFT) trading at a PE ratio of 11, Oracle (ORCL) at a PE ratio of 12.9, and Hewlett-Packard (HPQ) can be bought at a PE of only 7. Even the mighty Apple (AAPL) computer only trades at a PE ratio of 15. These appear to be extremely low valuations when you consider both the importance and the promise of the technology sector�� contribution to our future.

    Shares of certain tech companies are taking it on the chin in afterhours trading. At the time of writing, Intel (NASDAQ: INTC  ) and Microsoft (NASDAQ: MSFT  ) were down 2% and Hewlett-Packard (NYSE: HPQ  ) �was off by nearly 3%. According to The Wall Street Journal, "The grim estimate of 76.3 million units shipped is the latest sign that consumers are shifting their dollars to smartphones and tablets rather than PCs, while responses such as convertible laptops and Microsoft's touch-oriented Windows 8 operating system haven't stemmed the cannibalization."

    Hewlett-Packard's board gets some new blood
    Dow component Hewlett-Packard (NYSE: HPQ  ) has just added former Microsoft technologist Ray Ozzie to its board of directors. On the one hand, Ozzie brings exceptional knowledge and experience of the technology industry to HP's board: He founded two software companies that were ultimately bought by industry heavyweights and inherited the role of "chief software architect" at Microsoft from Bill Gates himself. While such expertise is welcome, the real problem with HP's board is that it is rudderless. Meanwhile, Ozzie seems to me too independent and intellectual to fill the leadership gap.

    What held the index back from notching an even better gain was the flop of�Hewlett-Packard's (NYSE: HPQ  ) stock, falling 6.5% after market researchers at IDC said that computer sales had their worst drop ever, as first-quarter computer shipments plunged 14%, to just 76.3 million units. Microsoft (NASDAQ: MSFT  ) wasn't far behind, tumbling 4% as its Windows 8 OS was charged with helping to push the PC off the cliff. The operating system hasn't been well received and, rather than reinvigorating the market as everyone had hoped, it stalled it.
