Recently, well-known Wharton Professor Jeremy Siegel (he of Stocks for the Long Run fame) spoke on the topic of valuation in the broad market, and made a strong case as to why the S&P 500 is still quite undervalued with respect to the current interest rate environment.

Additionally, he asserted that the technology sector is at ��ne of the cheapest levels it�� ever been relative to the rest of the market.��A bold claim indeed, and one worth exploring to give merit to the argument that, despite the record highs of late, there are still pockets of value within the market.

While historical data on individual sectors is not easy to come by and the late-1990s Dot.com Boom and Bust as well as the 2008 Collapse of Lehman Brothers and subsequent financial crisis definitely skew the respective averages for technology and financial stocks, we have crunched simple year-end numbers for the 10 S&P sectors (as well as the broad S&P 500 Index) going back to 2002. Interestingly, the current P/E ratio on the broad-based S&P 500 is 16.8, right in line with the average over the past 11 years, suggesting that stocks in general are not significantly overvalued, especially when one considers the incredibly low interest rate climate that exists today.

HD Supply Holdings, Inc., incorporated on June 18, 2007, is an industrial distributor in North America. It operates in four segments: Facilities Maintenance, Waterworks, Power Solutions and White Cap.     The iShares MSCI Emerging Markets Index (NYSE: EEM) seems to have halted its slide.� The index bottomed out year-to-date on February 3, when it was down 11.2 percent. Since then, it has gained 1.5 percent, but bargains in the emerging markets still abound.

    As I discussed in �� Plan, Not a Panic��two weeks ago, emerging markets are in much better economic shape today than they were even just a few years ago, much less during the currency crisis that peaked in 1998. Foreign exchange reserves are generally much more robust, budget deficits are narrower if they exist at all and, so far at least, the full-blown currency war that many were predicting last year isn�� likely to breakout.

    With rationality finally setting in, this is a terrific time to do a little bargain hunting in the emerging markets.

    The most obvious play here is the iShares MSCI Emerging Markets Index itself. Covering China (18.8 percent of assets), South Korea (16 percent), Taiwan (12 percent) and Brazil (10.2 percent) with smaller positions spanning Asia and Europe, the fund is most exposed to any shift in sentiment.

    The fund is currently trading at just 10.2 times forward one-year earnings, well below its average of about 18 times over the past two decades. On a price-to-sales basis it is even more attractive valued at just 1.03 times; the last time the index was this cheap on a sales basis was early 2009.

    So while there are always dangers in trying to call a bottom to any market move, valuations alone are attractive enough to start pulling bargain hunters back in.

    A broadly diversified play on an emerging market turnaround, iShares MSCI Emerging Markets Index is a great buy up to 45, which leaves plenty of room to run back to the average.

    For those who can tolerate a bit more risk, you can also drill down and make more country-specific bets.

    At this point my favorite would be iShares MSCI South Korea Index Fund (NYSE: EWY).

    A technology stock that's quickly moving within range of triggering a big breakout trade is Silver Spring Networks (SSNI), which provides a networking platform and solutions that enable utilities to transform the power grid infrastructure into the smart grid. This stock has been on a hot streak over the last six months, with shares up by 22%.

    If you look at the chart for Silver Spring Networks, you'll notice that this stock has been uptrending strong for the last month and change, with shares moving higher from its low of $14.63 to its recent high of $22 a share. During that uptrend, shares of SSNI have been making mostly higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of SSNI within range of triggering a big breakout trade.

    Traders should now look for long-biased trades in SSNI if it manages to break out above some near-term overhead resistance levels at $22 to $22.73 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 491,731 shares. If that breakout triggers soon, then SSNI will set up to re-test or possibly take out its next major overhead resistance levels at $23.90 to its gap down day high from August at $25.25 a share. Any high-volume move above $25.25 a share will then give SSNI a chance to re-fill some of that previous gap down zone that started near $32 a share.

    Traders can look to buy SSNI off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support at $19.01 a share, or near $18 a share. One can also buy SSNI off strength once it takes out that breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    This is common. Often one company will choose not to give names or put percentages on certain competitive facts. The other company will do so. And even when that is not the case, the two companies will often make statements that ��when taking together ��can give you rough indications of certain realities that neither company entirely intended to provide.

    The same is true for certain suppliers and customers. Although this is complicated by size. Very large customers of small companies are not good sources of information. But smaller companies often provide better insights into the larger suppliers, customers, etc., they deal with. That's because ��due to their small size ��more information is material and is explained in detail.

    I have found situations where one company simply says who the customer is that they are supplying. While the other company explains what product that supply goes into, the purchase amount, whether it is an exclusive arrangement, etc.

    So it is always important to ��at a minimum ��read the 10-Ks, 14As, and (where available) S-1s of every public company in the industry. This will give you a lot of insight into the competitive situation. Sometimes it is helpful to also look at customers and suppliers. However, this is not true of very large customers and suppliers because they will not discuss the specific area you are interested in.

    For example, Honeywell is a large customer of George Risk. It would do me no good to study Honeywell to learn about George Risk. Honeywell is a huge company. What they buy from George Risk is irrelevant to their shareholders. So they do not discuss it.

    An exception to this is where the product sold is going into a huge "generational" type project. Examples include defense, aerospace, video game consoles, operating systems, etc. This can be very hel
